Home and Community Based Waiver Services (HCBS). HCBS waivers provide in-home care in the community to people who would otherwise be in nursing facility level or higher level of care facilities. The services available under the HCBS waivers administered by the California Department of Health Care Services include case management, community transition services, private duty nursing, family training, home health aides, life-sustaining utility reimbursement, habilitation services, and respite care.
