Governor Newsom’s May Revision of the proposed 2025-26 state budget, unveiled late Wednesday morning, presents a dangerous vision for California spending, one that will cause tremendous harm, and one that is deeply unaligned with the real needs and desires of the vast majority of Californians.

In June, Governor Newsom and the Legislature reached an agreement for the California 2024-25 Budget. The 2024-25 Budget includes total spending of $279.9 billion. The Budget covers a $46.8 billion deficit with a combination of budget delays, deferrals, revenues, fund shifts, reductions and by tapping into reserves.

On May 10, 2024, Governor Gavin Newsom held a press conference to announce the major elements of the May Revision of the 2024-25 Budget. The May Revision reflects a higher-than-expected deficit. In January, the Administration projected a $38 billion deficit for 2024-25, which was smaller than what was estimated by the Legislative Analyst’s Office (LAO). The May Revision shows lower-than-projected state revenues and projects a total budget deficit of $44.9 billion, an increase of $7 billion from the January Budget. The Administration and Legislative Analyst’s Office indicate the budget might not improve much over the next several years and additional budget cuts may happen.

Governor Newsom released his 2024-25 proposed budget on January 10, 2024. The Governor’s Budget proposes $291.5 billion in total spending. This year’s budget projects an estimated deficit of $37.9 billion. The deficit poses challenges for expanding services and programs for people with disabilities; however, it avoids significant cuts to certain programs by tapping into reserves and through some delays in spending.

Governor Newsom has signed the California budget for 2024. The 2023-24 budget includes total spending of $310.8 billion with a focus on protecting core programs. The Budget covers a $31.7 billion deficit with a combination of funding delays, fund shifts, and some reductions.

The revised budget proposal is constructed around the projected revenue and deficits in the current year and the 2023-24 budget year. In particular, the May Revision considers significant policy proposals announced since the January budget as well as changes in revenue projections as of April, when most annual income tax revenues are received.

In contrast to recent years where California enjoyed large budget surpluses, this year’s budget projects a $22.5 billion deficit, which the Governor proposes to address primarily with delays in some funding. The Governor stressed the State’s robust reserves to provide readiness for an economic downturn.

The projected $97.5 billion budget surplus is an unprecedented high, and the governor wishes to allocate nearly all of the surplus to one-time funding of new and existing programs.

This budget proposes an unprecedented $286 billion in spending and enjoys a $31 billion projected surplus. The surplus is so large that Governor Newsom may issue state tax refunds later this year as required by law.

Governor Newsom released his “May Revision” to the 2021-22 proposed budget on May 14, 2021 (link to full budget summary). The revised budget proposal is constructed around the projected revenue and deficits in the current year and the 2021-22 budget year. The May Revision stands in stark contrast to the budget of one year ago. Compared to a projected budget deficit of $54 billion last year, the state now has a projected $75.7 billion surplus.

On June 13, the Legislature sent to the Governor its 2019-2020 budget bill (AB 74), two days before the June 15 constitutional deadline. The $215 billion budget follows nearly six months of budget hearings in the Legislature on the Governor’s budget that he proposed in January and his updated May Revise and final negotiations between the leaders of the two houses of the Legislature and the Governor.

The Budget Conference Committee is expected to meet the week of May 27. After the differences between the proposed budget of each house has been resolved, the Legislature will vote on the final budget bill and the accompanying trailer bills to implement the budget. June 15 is the constitutional deadline for the budget bill to be passed. The budget must be signed by the Governor by June 30.  DRC advocates on issues in the state budget that directly impact the lives and well-being of persons with disabilities.  We submit our positions to the Budget Conference Committee for consideration on select issues pending in the 2019-20 state budget that are important to our clients and should be funded.

Governor Newsom released his “May Revision” to the 2019-20 proposed budget on Thursday, May 9, 2019. The Governor and Legislature are expected to agree to a spending plan for the 2019-20 budget year before July 1. In laying out his May Revision, the Governor focused on making California an affordable place to live and to providing opportunities for children to thrive from cradle to career. He also pointed to the increased number of individuals experiencing homelessness across the state and the lack of adequate services for the mentally ill as points of urgency.
