Please join DRC’s Office of Clients’ Rights Advocacy to learn about important changes to the regional center appeal process. People with developmental disabilities, especially people of color, find the regional center appeal process very difficult. Many people and families tell us that the “fair hearing” system is “unfair” and very confusing. To address this problem, Disability Rights California cosponsored The Equitable Access to Services Act (EASA).

This FREE online training is for people receiving regional center services, their families, and their circle of support. Service providers are also welcomed.

Speakers:

Shannon Cogan
Director

Shannon Cogan is the Director of the Office of Clients’ Rights Advocacy.  She works collaboratively to lead the advocates asserting and protecting the rights of people with disabilities. Shannon became a disability rights lawyer due to her experiences advocating for her own child in disability-related systems.  Previously she was a civil trial lawyer and ran a non-profit organization providing adaptive and rehabilitative equipment to children with disabilities.

Eva Casas-Sarmiento
Managing Attorney

Eva Casas-Sarmiento has been a disability rights lawyer for her entire legal career.  The first half of her career focused on the rights of persons with psychiatric disabilities.  The second half has focused on the rights of persons with developmental disabilities who are regional center clients.  Her passion is doing outreach and training especially to traditionally underserved communities of color. 

Ibrahim “Bebo” Saab 
Supervising Attorney

Bebo Saab received his B.A. in English, with high honors, from the University of California, Berkeley in 1999. He remained at Berkeley another three years to earn his J.D. from U.C. Berkeley School of Law.  He joined OCRA in 2005 as the North Los Angeles County Regional Center Clients’ Rights Advocate, and recently promoted to become OCRA’s Supervising Attorney for Outreach.
