AB 686 (Santiago) - Support - Fair Housing

It is not uncommon for persons with disabilities to experience discrimination in housing, and strengthened state fair housing laws serve to combat that discrimination. AB 686 sends a strong message that California is steadfast in its commitment to creating equal opportunity for all.

AB 1771 (Bloom) - Support - Regional Housing Needs Assessment

This bill addresses the disparities in the regional housing needs assessment (RHNA) for similarly sized jurisdictions within the same region. The laws that currently ensure new housing is built, only protects projects on sites zoned for housing. Protection for housing projects is almost nonexistent in jurisdictions that receive a low RHNA number because they zone less land for housing. This bill intends to affirmatively further fair housing by avoiding displacement and creating access to areas of high opportunity.

AB 2214 (Rodriguez) - Oppose - Recovery Residences

This bill creates an intricate and coercive structure for the certification of “sober living residences” that, under state law and design, are intended to provide housing and supportive relationships for drug and alcohol addiction treatment. However, AB 2214 violates both state and federal Fair Housing Acts, the Americans with Disabilities Act, state and federal rights to privacy, eliminates housing opportunities for people seeking to live in supportive environments, and creates a massive and expensive state regulatory scheme to oversee the process.

AB 2219 (Ting) - Support - Landlord/Tenant Third Party Payments

This bill makes a simple common sense requirement that landlords accept rent payments from third parties, such as non-profit or government agencies. It provides a protection to landlords by requiring along with the payment a written acknowledgment that the payment does not create a landlord-tenant relationship.

AB 2343 (Chiu) - Support - Unlawful Detainer

This bill would make a number of changes to the eviction process in California, including extending the time period for tenants to respond to alleged lease violations, such as nonpayment of rent, extending the time to respond to an eviction action in court, allowing low-income tenants to seek a waiver of court witness fees, and other procedural changes.

AB 2413 (Chiu) - Support - Right to a Safe Home Act

The main goal behind AB 2413 is to make sure that no Californian has to choose between calling for emergency assistance and losing their housing, through no fault of their own. AB 2413 also seeks to prevent housing providers from being forced either to face penalties or to evict their tenants who have done nothing wrong.

AB 2797 (Bloom) - Support - Planning and Zoning

This bill corrects a recent California Court of Appeal decision that undermines the Density Bonus Law in the Mello Act in cities within the Coastal Zone. Because of that decision, residential developments within the Coastal Zone do not need to comply with the Mello Act requirements. Developers must generally replace affordable housing units in the Coastal Zone when they are demolished and include affordable units in new housing developments.

This bill makes an important amendment to California’s Housing Element Law to ensure that the 121 charter cities in California comply with existing housing laws. Despite the 2017 Housing Package passed by the Legislature, safe, accessible and affordable housing escapes many low-income Californians, many who are persons with disabilities.
