AB 2161 (Chiu) - Support - Homeless Database

This bill establishes a database to compile and centralize data from state and local agencies on California’s homeless population and the services they use. The bill recognizes the importance of compiling data regarding people who are homeless and have a disability so services and housing are better targeted to their needs.

AB 2162 (Chiu) - Support - Supportive Housing Development

This bill identifies an urgent need to ensure, in an effort to address the homelessness crisis, that the state play a greater role in developing new housing. Particularly important is the creation of supportive housing to ensure that services and supports serve to keep those persons who are chronically homeless housed.

SB 918 (Wiener) – Support - Homeless Youth

This bill establishes a grant program to support young people experiencing homelessness and is aimed at preventing and ending homelessness among California’s youth, contingent upon funding.

SB 1010 (Beall) – Support - Supportive Housing Pilot Program

This bill would create a pilot program to provide supportive housing to homeless individuals on parole through existing funding and then once the individual transitions off parole it will permit participating counties to provide community-based mental health treatment and rental assistance and supportive services through Proposition 63 funding.

SB 1045 (Wiener) - Oppose - Conservatorship for Chronic Homelessness

This bill would establish, outside of the Lanterman-Petris-Short Act and the Assisted Outpatient Treatment Demonstration Project Act, a new process to appoint a conservator for a person who is chronically homeless.  To appoint a conservator, the homeless person cannot take care of their own health and well-being due to acute and severe mental illness and a severe substance abuse disorder.

SB 1152 (Hernandez) - Support - Hospital Discharge of Patients Who Are Homeless

This bill would require each hospital to include within the hospital discharge policy, a written homeless patient discharge planning policy and process that includes, among other requirements, coordinating services and referrals for homeless patients, and procedures for homeless patient discharge referrals to shelters, medical care, and behavioral health care.
