The regional center system will have a new type of complaint process starting in July 2026. The Department of Developmental Services (DDS) is implementing this in order to comply with some new federal requirements. And, they are also using it as an opportunity to make changes to the existing 4731 complaint process. DDS is now proposing a new "grievance process" it believes will improve 4731 complaints while also meeting new federal requirements regarding the enforcement of person-centeredness, dignity, privacy and other key principles of the HCBS Settings Rule.
