After a two-year investigation into alarming rates of restraint and seclusion practices at the acute psychiatric facility College Hospital, Disability Rights California’s Investigations Unit will break down its investigative process, present findings from the investigation, and share actionable recommendations to improve the environment for patients.

About the Virtual Event:

Join members of DRC’s Investigations Unit for a discussion on their findings at College Hospital, an acute psychiatric hospital in Cerritos, CA, that treats people with intellectual and developmental disabilities and mental health conditions.

Through extensive site visits, exhaustive analysis of College Hospital’s records, and interviews with both patients and staff, DRC's team identified multiple areas of overmedication, patient abuse and neglect, and inadequate behavioral support plans. The result is the monumental report, “Let Me Go,” which presents DRC’s comprehensive findings and provides clear, actionable recommendations for reform. After the presentation, the team will answer questions from attendees.

The presentation will explain:

  • How the investigation started.
  • How DRC used our access authority to monitor College Hospital, speak with patients, and review their records. 
  • The investigation findings.
  • The recommended next steps for College Hospital.

Speakers:

Paula Sandoval (she/her), Supervising Investigator

Paula joined DRC in 2017 and the Investigations Unit in 2022. She is responsible for conducting complex and sensitive in-field investigations, inspection of facilities, reviewing records, and creating detailed case notes of findings and recommendations.

She has experience working with individuals receiving services from the CA Regional Center system, residents of Skilled Nursing Facilities and connecting community-based organizations to drive systemic change.

Richard Diaz (he/him), Senior Attorney

Richard Diaz is a senior attorney with the Investigations Unit at Disability Rights California (DRC). He is part of a state-wide team that investigates abuse and neglect of people with disabilities.

A major part of his work focuses on monitoring conditions of confinement in California’s adult and children immigration detention facilities. His advocacy on behalf of people with disabilities includes administrative complaints, individual investigations and representation, legislative advocacy, and public reports.

Robert Reyes Villagómez (they/them), Investigator

Robert works as an investigator for Disability Rights California's Investigations Unit. Robert has interviewed College Hospital patients and staff regarding their experience with seclusion and restraint and reviewed countless medical records and restraint reports in their role.

Robert brings their varied work experience as a community organizer, case manager and more. They build relationships and organize with people directly impacted by systemic inequality to address health disparities and bring a big picture lens focused on the economic drivers of injustice.

Liz Logsdon, (she/her), Managing Attorney

Liz Logsdon is the Managing Attorney of the Investigations Unit at Disability Rights California (DRC) and a zealous advocate for justice. DRC’s Investigations Unit addresses the abuse and neglect of people with disabilities in all settings, including long-term care facilities, state hospitals, developmental centers, community-based settings, jails, and immigration detention facilities.

Liz joined DRC in 2018 and previously worked at Disability Rights Tennessee. She obtained her law degree from Vanderbilt University Law School and holds a bachelor’s degree from the University of Central Florida. She lives in Los Angeles, and if she’s not working, she’s probably reading a book or playing tennis.
