AB 2010 (Chau) - Support - Chemical Sprays in Juvenile Detention Facilities

The bill prohibits the use of chemical sprays in juvenile detention facilities. The most common chemical used is “pepper spray.” The use of pepper spray on youth is inconsistent with the requirement that juvenile halls not be operated as penal institutions and instead provide “a safe and supportive homelike environment .” The use of burning, stinging gas does not foster a “homelike environment.”

SB 215 (Beall) – Support - Diversion for Offenders with Mental Health Disabilities

This bill recognizes that the population of inmates with mental health disabilities is growing and provides opportunities for the courts and communities to provide effective alternatives for treatment other than the non-therapeutic environment in jails.
