Butte County Jail and Behavioral Health Investigation
Disability Rights California (DRC) and its authorized agent, the Law Office of Aaron J. Fischer, are investigating Butte County’s jail and behavioral health systems pursuant to DRC’s authority as California’s protection and advocacy agency for people with disabilities. DRC opened its investigation in 2025 after receiving complaints that Butte County’s jail and behavioral health systems are failing to provide adequate behavioral health care and meaningful access to programs and services to people with disabilities, in violation of federal and state anti-discrimination laws, among other constitutional and legal requirements. As part of the investigation, DRC and Mr. Fischer toured County facilities in September 2025 and May 2026, interviewed individuals with disabilities and community stakeholders, met with County leadership and staff, and reviewed extensive documents and records. The investigation is ongoing.
