An Evaluation of Participant Experience in California’s Self-Determination Program

Disability Rights California (DRC) is excited to share this report in collaboration with the UCLA Tarjan Center, the State Council for Developmental Disabilities, and the UC Davis and USC UCEDDs. This program evaluation analyzes the experiences of Californians with I/DD and their family members with the Self-Determination Program. The Self-Determination Program is California’s self-directed option for home- and community-based services (HCBS) for people with I/DD. Overall, the study found that people really like the Self Determination Program, but that the program’s immense administrative burden frustrates participants and contributes to inequities in who has access to the benefits of self-direction.
