Did you know that the regional center appeal process recently changed? Join DRC to learn about the appeal updates, and how the new process is working! People with developmental disabilities, especially people of color, find the regional center appeal process very difficult and unfair. Disability Rights California co-sponsored the Equitable Access to Services Act (EASA) to make the appeal process more fair.
These FREE online trainings are for people receiving regional center services, their families, and their circle of support. Service providers are also welcomed. There will be three trainings offered in English, Spanish, and a presentation in Mandarin and Cantonese. Join the one that works best for you!

Eva Casas-Sarmiento
Managing Attorney
Eva Casas-Sarmiento has been a disability rights lawyer for her entire legal career. The first half of her career focused on the rights of persons with psychiatric disabilities. The second half has focused on the rights of persons with developmental disabilities who are regional center clients. Her passion is doing outreach and training especially to traditionally underserved communities of color.
Ibrahim “Bebo” Saab
Supervising Attorney
Bebo Saab received his B.A. in English, with high honors, from the University of California, Berkeley in 1999. He remained at Berkeley another three years to earn his J.D. from U.C. Berkeley School of Law. He joined OCRA in 2005 as the North Los Angeles County Regional Center Clients’ Rights Advocate, and recently promoted to become OCRA’s Supervising Attorney for Outreach.
Elizabeth Campos - Sacramento
Outreach Coordinator
Elizabeth started with Disability Rights California in September 2021 as the OCRA Northern California outreach coordinator. Prior to joining DRC, Elizabeth worked in the blindness rehabilitation field for over 10 years. She received her National Orientation and Mobility Certification (NOMC) in 2018.
Alondra Castillo - Ontario
Outreach Coordinator
Alondra started with Disability Rights California in May 2022 as the Southern California Outreach Coordinator. In 2018, Alondra graduated from California State University San Bernardino with a degree in psychology. Prior to joining DRC, Alondra was an ABA therapist for children with autism. She also was a case manager for an Inland Regional Center respite agency where she assisted monolingual families.
