About the webinar:

The CARE Act will create a complicated new system of court-ordered outpatient treatment beginning in October 2023. This webinar will review the basics of how the process will work and the role of county behavioral health agencies. We will also discuss ways to increase transparency at a local level and shine a light on county implementation. These include:

  • Opportunities for peers and disability advocates to consult with the superior court about implementation,
  • Creating transparency through a county behavioral health oversight committee and review of local data and outcomes, and
  • Reviewing who the county has recruited to be “supporters.”

The webinar will also consider a national/international view on how other states and nations have adopted this controversial involuntary outpatient treatment model, and what researchers have found about the results.

Speaker:

Melinda Bird, Senior Litigation Counsel with Disability Rights California, has worked on disability rights lawsuits for many years. She and other DRC attorneys filed a challenge to the CARE Act with the California Supreme Court. She has filed many other lawsuits seeking community-based mental health services for adults and children in California. She is committed to movement lawyering principles and the leadership that peers provide in the struggle for disability justice.
