California has a few programs called “home and community-based services waivers” that help people get Medi-Cal services at home. This publication is about a program called the Home and Community-Based Alternatives (HCBA) Waiver.
What is the HIV/AIDS Medi-Cal Waiver Program?
The HIV/AIDS Medi-Cal Waiver Program (the “AIDS Waiver”) provides case management and direct care services to persons living with HIV/AIDS as an alternative to nursing facility care or hospitalization. You can use this service to help you stay at home, or to go home from a facility.
Federal funding for the California Community Transitions (CCT) program and spousal impoverishment expansion has ended effective December 31, 2018. Funding may become available again, depending on federal legislation and whether the state of California is able to continue the programs. Check DRC’s website for more information in the coming months. Spousal impoverishment protections still apply to individuals in nursing facilities and on HCBS waivers. If you are not sure if the protections apply to you, you can contact DRC.
