The second year of the 2017-18 legislative session was another largely productive year. The Governor again signed an on-time budget. State revenues exceeded estimates, allowing for the creation of a total state reserve of nearly $16 billion, a priority for the Governor. It also allowed for some notable investments in economic security for Californians while also hewing to the Governor’s priority of one-time spending.
On June 8, the Governor issued a press release that he and Senate President pro Tempore Toni Atkins and Assembly Speaker Anthony Rendon have reached an agreement on the 2018-19 state budget. The Legislative Budget Conference Committee is reviewing the details later in the day. May Revision to Governor’s Proposed 2018-19 Budget
Governor Brown released his “May Revision” to the 2018-19 proposed budget on Friday, May 11, 2018. The Governor and Legislature are expected to agree to a spending plan for 2018-19 before July 1. Despite a healthy surplus, the Governor is avoiding investments in new programs and instead focusing on shoring up reserves to face future shortfalls. He also includes one-time investments that do not commit the state to ongoing funding responsibilities.

California Community Transitions (CCT) program plays a fundamental role in helping seniors and people with disabilities transition back into the community from long-term care and institutional settings. Unfortunately, the funding for this critical program is phasing out at the federal level, and the state has not proposed its continuation beyond the end of federal funding.
