Medicare Part D: California has extended, but also restricted, the state emergency drug program for Californians who are eligible for Medicare and Medi-Cal and who are unable to get their medications through the federal Medicare prescription drug benefit. The state will be the payer of last resort, with strict controls; the program will end on January 31, 2007. Read the latest Medi-Cal emergency coverage bulletin (PDF).

Med-Solutions - Help for people who have no drug coverage and can't afford medications. Referrals to patient assistant programs. Site says that volunteers provide instant, accurate information, and applications for more than 100 programs offering brand name drugs. Fee ($10, $5, sometimes waived) covers costs of maintaining all-volunteer site.

Temporary Pre-Existing Condition Insurance Plan (PCIP): in California, this program will be administered by the Managed Risk Medical Insurance Board (MRMIB). These are the same folks who administer the Major Risk Medical Insurance Program (MRMIP), which currently provides insurance for people who can't get it elsewhere. The new plan will provide insurance to people who have not been able to get it for at least 6 months. Premiums will vary, but will be about $575 for a 50 year old subscriber in San Francisco. The annual deductible will be $1,500, and the annual out-of-pocket limit will be $2,500. Current federally approved Section 1915(c) Medi-Cal Home and Community-Based Services (HCBS) Waiver for regional center clients who would qualify for ICF/DD services (pdf), October 2006 through September 2011, 228 pages, English, State of California, Department of Health Care Services. This waiver is administered by the Department of Developmental Services and regional centers. The waiver does two important things: (1) Enable children to qualify for Medi-Cal by not counting prental income and/or resources ("institutional deeming") and (2) Fund through Medi-Cal many of the services that support children and adults in their homes and communities.
